CAT Appoints New Board of Directors Following Georgia House Bill – Chatham Area Transit (CAT)

Chatham Area Transit (CAT) Update:

7/2/2025 – Chatham Area Transit Authority announces the appointment of a newly formed Board of Directors following the enactment of Georgia House Bill 756 (Act 323).

At its first Special Called Meeting, held on Wednesday, July 2, the new Board elected Detric Leggett as Chair and Kelvin D. Moore as Vice-Chair. In addition, the Board re-appointed Stephanie Cutter to serve as the Interim Executive Director/CEO.

“We are entering a new era of public transit in Chatham County,” said Detric Leggett, Board Chair. “This Board is united by the legislative vision laid out in House Bill 756 and Act 323, which calls for greater service delivery. Together, we are ready to meet that challenge.”

Vice-Chair Moore added, “Our Board reflects the diverse voices and values of our communities. We are aligned in our mission to enhance transit services and to support the hard-working team at CAT who make mobility possible every day.”

The reconstructed Board includes:

Chatham County – Pending Appointments:

• Two Chatham County Commissioners
• One Resident of Chatham County with a Disability

Local Delegation Appointees:
• Michael Owens – President & CEO, Tourism Leadership Council
• Bert Brantly – President & CEO, Savannah Area Chamber of Commerce
• Faye DiMassimo – Chief of Planning and Economic Development, City of Savannah

City of Savannah Representatives:
• Detric Leggett – Alderman, City Council of Savannah
• Mary Snowden – Appointed Savannah Resident

Additional Municipal and Institutional Appointees:
• Richard Lassiter Jr. – Councilmember, Garden City
• Rufus Bright – Councilmember, Port Wentworth
• Kelvin D. Moore – Senior Vice President & General Manager, Savannah Convention Center

The Board will set up an upcoming retreat to review the FY 2026 Operating Budget and Capital Plan. The first regular Board meeting is scheduled for Tuesday, July 29, at 4 p.m. All meetings of the CAT Board of Directors are open to the public in accordance with the Georgia Open Meetings Act. e
