City of Savannah Announces Meghan Cashman Sebold as Policy and Intergovernmental Affairs Officer

 SAVANNAH, Ga. — Following a national recruitment search, the City of Savannah is pleased to announce the appointment of Meghan Cashman Sebold as Policy and Intergovernmental Affairs Officer for the Information and Public Affairs Service Center, effective Feb. 23.

Sebold brings nearly two decades of experience in public policy, strategic communications, and intergovernmental affairs at the federal and local levels. At the U.S. Department of State, Sebold led public affairs efforts for 290 diplomatic locations worldwide. She also advised a Biden-appointed Commissioner at the U.S. Consumer Product Safety Commission on policy and communications strategy.

At the local level, Sebold served the City of Seattle, where she helped build the framework for COVID-19 recovery and supported legislation and programs addressing public safety, homelessness, small business development, sustainability, and the creative economy. She has also consulted for non-governmental organizations, nonprofits, entrepreneurs, and artists on a range of policy and communications initiatives. Prior to her public service career, Sebold founded two award-winning small businesses.

She holds a Master’s degree in public policy and administration from American University and a Bachelor of Arts in International Affairs and Economics from the University of San Francisco.

Policy and Intergovernmental Affairs (PIA) plays a critical role within the Information and Public Affairs Service Center by helping shape strategic direction, advancing legislative priorities, and ensuring alignment between local operations and regional, state, and federal partners.

City Manager Jay Melder said Sebold’s experience will strengthen the City’s strategic coordination efforts.

“Policy and Intergovernmental Affairs is a critical function for any city that wants to be proactive rather than reactive,” said City Manager Jay Melder. “This work ensures that Savannah’s legislative priorities are clearly defined, strategically advanced, and aligned with the operational realities of delivering services to our residents. Meghan’s experience across federal and local government will strengthen our ability to coordinate effectively, advocate responsibly, and position the City for long-term success.”

Sebold said she looks forward to supporting the City’s mission and collaborating across departments and agencies.

“Savannah is a city with a strong sense of identity and purpose,” said Sebold. “I am excited to join Team Savannah and contribute to thoughtful policy development and effective intergovernmental partnerships that support the City’s long-term priorities and the needs of its residents.”
