    In California, all Home Care Organizations (HCOs) that employ caregivers are required to be licensed by the California Department of Social Services (CDSS).     • Regular compliance monitoring and state oversight

    Unlicensed Agencies or Independent Caregivers may not follow these standards. While they might appear more flexible or affordable, they lack accountability—and families often carry more risk, including liability if something goes wrong.

    Key Questions to Ask Any Home Care Provider

    When evaluating a home care agency, asking the right questions can reveal a lot about their priorities—and whether they’re truly equipped to support your family.

    1. Are you a licensed Home Care Organization (HCO) with the California Department of Social Services? Can you provide your HCO license number?
    2. Are all caregivers registered and background-checked through the California Home Care Aide Registry, as required by law?
    3. What training do your caregivers receive, and how is it updated over time?
    4. As a licensed agency, do you carry both liability and workers’ compensation insurance, as required by CDSS regulations? 
    5. What happens if a caregiver can’t make a shift? Ask about backup plans, communication, and support.
    6. How do you match caregivers to clients? Look for an agency that considers compatibility—not just availability.
