    Savannah State University Announces Intent to Offer Historic Doctor of Public Administration Program – Savannah State University

    Savannah State University is pleased to announce its intent to offer the Doctor of Public Administration (DPA) program beginning in Fall 2027, pending approval by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC).

    The new program represents a historic academic milestone, making Savannah State the first public HBCU in the University System of Georgia’s history to receive approval to offer a doctoral degree. It also represents a significant expansion of the university’s academic portfolio and reinforces Savannah State’s commitment to preparing leaders equipped to address complex challenges across government, nonprofit organizations, higher education and other public-serving institutions.

    “This is a transformational moment in the history of Savannah State University,” said Dr. Jermaine Whirl, president of Savannah State University. “For more than 135 years, Savannah State has created pathways to opportunity and prepared leaders to serve their communities. Advancing toward our first doctoral program builds upon that legacy while opening an entirely new chapter for this institution. We are proud to make history while expanding the opportunities available to our students and the communities we serve.”

    The Doctor of Public Administration is designed to prepare experienced professionals for advanced leadership, executive management, policy development and applied research roles in public and nonprofit organizations. The program will emphasize the application of research and evidence-based practices to real-world challenges facing communities and institutions.

    “The Doctor of Public Administration represents a significant advancement of our academic mission and reflects the strength of our faculty, programs and commitment to academic excellence,” said Dr. Marcus S. Cox, provost and vice president for Academic Affairs. “The program will position Savannah State to educate leaders at the highest academic level while responding to the growing need for professionals who can translate research into effective policy, sound leadership and meaningful outcomes for the communities they serve.”
    The program builds upon Savannah State’s established foundation in public administration. The university’s Department of Political Science and Public Affairs currently offers a Master of Public Administration program focused on leadership, policy analysis and ethical decision-making.

    “For years, our public administration program has prepared students to become thoughtful, ethical and effective leaders in government and nonprofit organizations,” said Dr. Otilia Iancu, professor of public administration and chair of the Department of Political Science and Public Affairs. “The Doctor of Public Administration is the next step in that legacy. It will give professionals an opportunity to deepen their expertise, conduct meaningful applied research and develop solutions to the increasingly complex challenges facing public institutions and the communities they serve.”

    The DPA is expected to expand Savannah State’s ability to serve professionals throughout Savannah, coastal Georgia and beyond who are seeking advanced education while continuing their careers in public service.

    The program also complements Savannah State’s growing emphasis on public policy, civic leadership and public service, including the university’s newly established John Lewis School of Public Policy and Social Sciences.

    Savannah State University intends to begin offering the Doctor of Public Administration in Fall 2027, pending SACSCOC approval. Additional information regarding the program’s curriculum, admissions requirements, application process, faculty and inaugural cohort will be announced as it becomes available.
