Savannah Chatham County Public School System (SCCPS) Update:
- BOEPD Headquarters named in honor of Larry Lower, recognizing his long service to the district.
- Larry Lower served on the Board representing District 6 from 2013 to 2018, a retired Marine and the district's first School Resource Officer.
- Credited with helping start the SCCPSS Junior Police Academy and supporting the district's Building Bridges Alternative School programs.
BOEPD Headquarters Named in Honor of Former Savannah-Chatham BOE Member Larry Lower
Dozens gathered on Thursday, August 20, 2026, to remember former Savannah-Chatham School Board Member Larry Lower as the state of the art Board of Education Police Department Headquarters building was named in his honor.

Mr. Lower was a member of the Board representing District 6 from 2013 to 2018, becoming a good friend to District 3 Board Member Connie Hall who spoke fondly of their great relationship over the years despite coming from very different backgrounds. Mrs. Hall was a member of the naming committee for the building who initially put Lower’s name forth as an opportunity to memorialize his many contributions to the district.

Lower, a retired Marine, also served the district as its first School Resource Officer. Former BOEPD Chief Ulysses Bryant spoke to those assembled of the very beginnings of the department decades ago and how far the department has come to be headquartered in the state of the art facility.

Current BOEPD Chief Terry Enoch spoke of the support he received from Mr. Lower when he took over the job. Mr. Lower passed away in 2022. His wife Faye passed away earlier this year – but not before learning of the honor to be bestowed upon her husband. Chief Enoch told of receiving a call from Mr. Lower’s cellphone the day the naming resolution was first read to the Board and answering to find Mr. Lower’s wife thanking him on the other end of the line.

Mr. Lower is remembered as a great supporter of the district’s Building Bridges Alternative School programs. He is also credited with helping start the SCCPSS Junior Police Academy. Members of his family were in attendance for the naming ceremony and were presented a framed copy of the resolution.
