    The Harbor Bank of Maryland welcomes Jill C. Oliver, JD, CISA, as Executive Vice President and Chief Administrative Officer. A transformational leader with 20+ years of experience spanning financial services, government, and regulatory sectors, Oliver will oversee Risk, Compliance, Legal, IT, and Operations for the Bank.

    She previously held senior roles at the FDIC and Fannie Mae, where she led enterprise and AI risk frameworks, operational risk programs, and regulatory initiatives. Her background includes expertise in ERM, mortgage finance, information systems, and organizational governance.

    Oliver holds a JD from Wayne State University and a bachelor’s in political science. She is a Certified Information Systems Auditor and an alumna of the Management Leadership for Tomorrow executive program. She currently serves as president of the Fairwood Community Association and was recently honored as a Prince George’s County Women Leader.
