Savannah Chatham County Public School System (SCCPS) Update:

Purchase of Cellphone Pouches and Locker Approved for High Schools

On February 18, 2026, the Board approved $850,000 to fund Cell Phone Lockers and Pouches for K-8 students. In order to cover all high schools as required in House Bill 1009 passed by the Georgia Legislature in March, an additional $143,285 will be required. The Board approved the use of fund balance to fulfill this expenditure. The one-time District purchase to vendors providing the lowest quoted cost including cell phone pouches at the cost of $253,785.00 from RealFitty Trading, Inc. and the one-time District purchase of cell phone lockers at the cost $739,500 from CDW-G for a total expenditure of $993,285.00

K-12 Mathematics Textbook Adoption Approved

The Board approved the award of RFP 26-21 Mathematics Textbook Adoption, subject to final contract term negotiations, to Savvas Learning Company to include licensing, consumables (print materials), and professional learning support. enVision Mathematics is a comprehensive core mathematics program developed by Savvas Learning Company that supports the development of conceptual understanding, procedural fluency, and problem-solving through a problem-based learning model. The program integrates visual learning, real-world application tasks, and digital tools to engage students in mathematical reasoning and discourse. Built-in differentiation, embedded assessments, and interactive technology support personalized learning and instructional planning.

School Meal Price Adjustments for SY 2026-27

Based on a review conducted by the Georgia Department of Education (GaDOE) in April 2026, the Savannah-Chatham County Public School System (SCCPSS) must amend adult meal pricing to ensure compliance with federal requirements. The Board approved an adjustment to the adult breakfast price. In addition, à la carte pricing for both students and adults will be adjusted proportionally to better align with the actual cost of meal production while ensuring that pricing remains within allowable limits. Student reimbursable meal pricing will remain unchanged and will continue to be provided at one meal for breakfast and one meal for lunch at no cost under the Community Eligibility Provision (CEP), ensuring no impact on student access. SNP Accountability Software Purchase Approved

The Board approved the award of RFP 26-02 School Nutrition Program – Program Accountability Software Solution to Harris School Solutions to include implementations costs and the stated 3-year usage fees for a total estimated expenditure of $189,002.29. The solution will support School Nutrition Program front-of-house and back-of-house operations, including meal planning, nutritional analysis, point-of-sale operations, student management, eligibility, online parent services, inventory and production records, and ADA-compliant menus and web page support.

Special Education and Behavior Support Services Contract Approved

The Board approved the award of RFP 26-12 Special Education and Behavior Support Services (Annual Contract) to the firms Ideal Hire Personnel, Amergis Healthcare, eLuma, The Stepping Stones Group, Positive Behavior Support, Backpack Medical Group, Ro Health, RCM Healthcare Services, Learn-It Systems, Spring Health Integrated Care, AMN Allied Services, and Psyched About School Behavior at an estimated annual cost of $8,059,680. The estimated cost is based on current third-party vendor staffing quotes and projected needs related to unfilled teacher vacancies from the prior year, as well as anticipated vacancies when direct hiring is not feasible. Special Education staffing requirements fluctuate throughout the year due to ongoing student evaluations and eligibility determinations that directly drive service needs.

Policy JAA – Equal Education Opportunities (Four Year Review – Changes Recommended) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy JAA along with the supporting regulation and has determined changes are needed to update titles in policy and to notify the community in the regulation that the 504 Coordinator contact information may be found in the Student Code of Conduct, Parent/Guardian Notifications, and on the District website.

Policy JD – Student Discipline (Mid Period Review – Changes Recommended) District Administration has reviewed Board Policy JD along with the supporting regulation and determined changes are needed. Updates to the section regarding Personal Electronic Devices in Board Policy have been provided and additional changes are found in the administrative regulation that focus on truancy, referrals for chronic disciplinary problems, and language clarification under the long-term suspension processes. As a related matter, a further review of the administrative document contents that make up the Student Code of Conduct is ongoing and reflective of Board Policy JD-Student Discipline. Certain modifications are subject to final policy review and approval.

Policy IHA – Grading Systems (Mid Period Review – Changes Recommended) District Administration has reviewed Board Policy IHA along with the supporting Regulation and determined changes needed. There are no material changes to policy. Primary changes are provided in the administrative regulation and are now provided for Board review. The administrative regulation revisions clarify and standardize grading definitions, expectations, and authority across all grade levels. Key edits emphasize distinctions between classwork and student assessments and reinforce that grades are assigned by the teacher of record. The regulation strengthens alignment to standards and requires weekly gradebook entries. Additional changes expand and formalize student support practices and grading consistency. Grade recovery procedures now clearly define eligibility, retake limits, and score caps, while make‑up work timelines, responsibilities, and documentation expectations are more explicit. The regulation further refines grading scales, weighting, and components for computation of grades.

Board Policy GALB: Compensation (4-Year Review)

Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy GALB and has determined changes are needed. Primary changes are found in the Administrative Regulation to delete outdated references, to update current titles, and to offer clarification on step increase eligibility and minimum wage and overtime provisions. Additional policy updates have been provided per Board recommendations.

Security Services Contract Approved

The Board approved the award of RFP 26-16 Security Services (Annual Contract) to Metropolitan Security Services, Inc. dba Walden Security for an estimated total cost of $246,840.00. The primary intent of the request for proposal was to select a qualified firm to provide Security Services at the Central Administrative Building at Georgia Tech Professional Education – Savannah Campus; the Port Wentworth Auxiliary Campus; and during Board or special called meetings held at the Whitney Administrative Complex. The performance period is one (1) year with the option to renew for three (3) additional on (1) year periods.

Chromebook Purchase Approved

The Board approved the purchase of student Chromebooks from Arey Jones Educational Solutions using the District contract awarded under RFP 24-07 in the amount of $4,000,000.

AED Purchase Approved

The Board approved a purchase of 105 Zoll AEDs for a total cost of $169,225 to replace outdated units in the district’s inventory. SCCPSS aims to ensure all schools have a minimum of 5 units to support the needs of students and staff in the building, and ensure alignment with recommended response times. The purchase will also provide assurances that units are available to support off site District events (i.e. Books, Blankets, and Fun, Commencement, athletic events).

Turf Installation Approved for New Hampstead K-8

The Board approved the purchase of landscape turf installation for New Hampstead K-8 School, at a cost of $119,120 from PlayPower LT Farmington, Inc., c/o Playworx Playsets, LLC.

The new turf will replace existing loose rock material, which poses an ongoing risk to windows and other exterior building components as a result of the reckless or hazardous use of environmental materials. MOU Approved with the City of Savannah for Pool Operations

The Board approved an Intergovernmental Agreement between the Board of Education and the City of Savannah for use of the SCCPSS pools located at Jenkins High School, Haven Elementary, and Brock Elementary. The 180 day agreement which is automatically renewable makes the Board responsible for conducting all routine and any major maintenance on the pools. The City will be responsible for maintaining proper water balance and applying requisite chemicals, as well and for staffing and supervision.

ESPLOST IV Hubert MS Renovation
